The gap reflects geography: the US still has roughly 3.4 million locations without access to 100/20 Mbps terrestrial broadband, and more than 85% of Starlink's US subscribers come from predominantly rural areas.
In densely networked markets such as Germany and Japan, the case for satellite is simply weaker. Fibre-to-the-home networks now pass 79.3% of homes across EU39 countries, and the take-up rate among homes passed has reached 54.4% - a figure that continues to rise. Germany retains one of the highest shares of cable/HFC connections in Europe, giving most households a credible terrestrial alternative before they ever consider a dish on the roof.
Starlink's real scale is still growing - just not in living rooms
None of this means the satellite internet market is stagnant. Starlink surpassed 10 million global subscribers in February 2026, confirmed publicly by SpaceX, and the constellation now covers more than 150 countries. The subscriber base doubled in 2025 alone. But the growth is concentrated in:
- Rural and underserved regions where terrestrial broadband is absent or slow
- Maritime and aviation connectivity, where there is no ground-based alternative
- Enterprise and government customers, who pay ARPUs ten to fifty times higher than a residential plan
- Emerging markets in Asia-Pacific and Latin America, where fixed infrastructure is still thin
The residential broadband segment accounts for the largest share of subscriber count, but enterprise, maritime, and aviation contracts now drive a disproportionate share of revenue.
Why the consumer numbers stay small in connected markets
Satellite internet averages 65.2 Mbps across all providers, roughly 70% slower than terrestrial cable or fiber options, which average around 242 Mbps nationally in the US. Cost is a further brake: the average monthly bill for satellite internet runs around $100, and for rural Americans with a median household income of $49,895, that can consume 2-3% of annual gross income. In Germany and Japan, where fibre or cable is available at lower cost and higher speed for most urban and suburban households, the economics simply do not favour switching.
The survey figures are a useful corrective to market-size forecasts that project the satellite internet industry growing from roughly $14-17 billion in 2026 to $33-38 billion by 2030-2031. Those numbers are real, but they are driven by enterprise, mobility, and emerging-market demand - not by German or Japanese households cancelling their fibre contracts. The residential share of the global satellite internet market is estimated at 38.4% in 2026, and even within that segment the growth is concentrated in places where terrestrial alternatives do not yet exist.
What to watch is whether terminal costs fall far enough to change the calculus in well-served markets. Electronically steerable flat-panel antennas are getting cheaper, and Amazon's Project Kuiper is targeting download speeds up to 400 Mbps as it scales its constellation - a specification that would close the speed gap with fibre in many use cases. If either factor shifts materially, the 4% figure in Germany may start to move. For now, it does not.
